The General Directorate of Land Registry and Cadastre, which acts as a bridge from the past to the future with the services it provides and effectively utilizes the opportunities brought by the digital age, has implemented the WebTapu project in order to reduce the processes in land registry transactions and to carry out the services provided in a higher quality and faster electronic environment.
The WebTapu System is integrated into the E-Government system and access to the system is ensured under the e-Government authentication assurance.
All services made available to our citizens through WebTapu “individual login” have been made available to companies through WebTapu “corporate login”, and company representatives will now be able to learn real estate registration details and apply for title deed transactions without going to the land registry offices.
The system made available to our citizens through the WebTapu system has also been made available to our trade companies, and companies and legal persons registered in the trade registry have also taken their place in the WebTapu system, which has been implemented with the slogans “Short way to the land registry”, “one-click land registry” and “it's always your turn”.
The WebTapu system Institution portal has been implemented and many features have been added for the works and transactions of public institutions, and the application is also used by public institutions and organizations.
WebTapu system Real Estate Agent Login and Real Estate Appraisers Login have been implemented through the Institution portal and many features have been added for the works and transactions of real estate agents and real estate appraisers, and the application is also used by these stakeholders.
WebTapu was launched as an electronic system where our citizens can manage their immovable properties electronically without going to the directorates of land registry and cadastre and apply electronically for 46 land registry transactions (sale, donation, transfer, etc.), 20 cadastre transactions, 2 cartography transactions and 5 Ottoman documents and old registration documents, send the information and documents required for transactions in a secure electronic environment, verify documents and authorize third parties or real estate agents in these matters.
WebTapu is a system where citizens can manage their real estates online without going to the land registry offices, and view the land register and location details of real estates.
WebTapu System Foreigner Portal is not for Turkish citizens but for foreigners who acquire real estates in Türkiye. Turkish citizens shall use the WebTapu system individual portal. When activating the portal, the user's e-mail address must be written correctly. All communication and access to the system will be through this e-mail address. “gmail” address must be entered in this field. In order to activate the user, the e-mail sent by the “General Directorate of Land Registry and Cadastre / WebTapu user registration” must be opened and approved by logging in to the “gmail” address used during the registration process.
As of 20.08.2019, it has been obligatory to request a Foreigner Identification Number (FIN) in the land registry transactions involving foreigners. Foreign natural persons who are party to transactions made after this date are requested to obtain a FIN, and in the event that the foreign real person does not have a Foreigner Identification Number (FIN), an FIN application is made directly by the land registry offices without the need to send the relevant person to the Directorate General of Migration Management, or if the relevant person has a previously obtained FIN, such FIN is used by our offices.
With the matching of the FIN with the real estate, foreigners can perform all land registry and cadastral transactions that Turkish citizens can perform electronically through the WebTapu System, provided that they obtain their e-government passwords. With WebTapu, foreigners can initiate transactions by scanning their documents through the system without going to the land registry offices, request title deed registration and title deed certificate, and request that no transaction be made regarding their real estates except for personal application.
However, since the FINs of foreign real persons who made transactions before 20.08.2019 were not matched with their real estates, they cannot benefit from all of the services offered by WebTapu due to the fact that they cannot view their real estates through WebTapu and e-government gate if they subsequently obtain FINs and e-government passwords.
In this respect, if foreign real persons apply to the land registry offices with documents showing their FINs starting with 9 (Residence Permit Certificate, Travel Certificate, etc.), the procedures for matching their FINs with their real estates can be carried out by our offices.
This application can be made via WebTapu (https://webtapu.tkgm.gov.tr/yknsizgiris). In this case, the documents listed above must be attached to the application. In case of “Real Estate Matching Application” is made by a foreign real person;
The FINs notified by the transaction owners will be queried through the Goc Net system and will be processed if the person's identity or passport information or the documents submitted are compatible with the information (FIN and other information) in Goc Net.
If the information in Goc Net is consistent, the person's documents based on previous transactions will be examined and if it is determined that the person is the same person as the owner of the record from the information in the passport, country ID and, if any, the identity information declaration form previously obtained, the matching will be made by entering the FIN information into TAKBIS without the need for any further action and all transactions to be made will be notified to the relevant person via SMS and/or e-mail,
